This face is shown in Dan X. Solo’s Art Deco Display Alphabets (1982) as Bust and in Moderne Alphabets (1999) as Chesty, with alternates for ‘BJMNPRuvwxy5’, see below. Castcraft’s Encyclopedia mentions Sledgehammer as a similar face. In 2010, Dick Pape created a limited freebie digitization as DXS Bust, with poor spacing and no alternates.
My guess is the origin is Alphabet Innovations. I spotted Sledge Hammer in their 1971 catalog today.
