    Letterspacing (aka tracking) lowercase is what W. F. Goudy referred to as abusing sheep. Apparently the quote didn’t make it to the Germans designers of these guidelines …

    Update: In 2011 Demos and Praxis were replaced by BundesSerif and BundesSans. These new custom typefaces for the German federal government were designed by Jürgen Huber and Martin Wenzel. It seems that the new identity, designed by MetaDesign Berlin, doesn’t allow for letterspacing lowercase anymore.
