This appears to be Onyx (“HENDERSON”) with some hand lettering (“BILL”) made to match. Unfortunately, the designer of this cover is uncredited. Vee Jay Records was founded in 1953 by the husband-and-wife team of Vivian Carter and James C. Bracken – Vee and Jay, respectively. They became the most successful Black-owned record label in the U.S..

It’s definitely close to/modeled after Onyx. The original ATF face didn’t have bracketed serifs (for H E etc.), though.
