This is an early 1990s rave flyer from San Francisco (the combination of date and weekday suggests 1993). The title font is Legende, poorly spaced and stretched almost beyond recognition. The depicted face is a coarsely reproduced portrait of Almustafa as drawn by Kahlil Gibran. It appears on the cover of some editions of The Prophet.

That’s URW’s or ITC’s version of Franklin Gothic, not the original typeface.
