Podstawy antybiotykoterapii (“The basics of antibiotic therapy”) is a Polish educational book from 1974. It seems to be using a customised version of Permanent Headline with normal descenders and a schoolbook-like ‘y’.
Yes, I think you are right Florian! I double-checked and the other glyphs (‘T’, ‘K’, ‘Z’ etc.) also fit Super-Grotesk.
I removed Paneuropa from the list.
The straight-sided ‘y’ might be motivated by the desire to reduce the pesky diagonals which are so frequent in Polish spelling, see also Antykwa Półtawskiego. They should have followed Merrill Womach’s lead by using an upside-down ‘m’ for ‘w’!

With this ‘M’ and ‘C, the small sans serif caps look a lot like Super-Grotesk.
